More recently (2016 October) the Toy Safety Regulation was issued by the Ministry of Customs and Trade. This regulation has been issued in order to determine the principles for the safe and free movement of toys for children. This regulation covers any product used by children under the age of 14, regardless of whether it is specifically designed for use by children or even intended for gaming.

According to the aforementioned regulation, manufacturers must test the chemical, physical, mechanical, electrical, hygiene and flammability hazards of the toy and evaluate the potential of exposure to various hazards before placing the toys on the market.

In this respect, in order to ensure the safety of children, the flammability properties of toys as textile products should be determined.

This also requires the Toy Safety Directives 88 / 378 / EEC and 2009 / 48 / EC issued by the European Union. All toys to be sent to the European Union countries must bear the CE mark. The technical dossier to be prepared in the CE marking system must also contain the fireproof test results of toys containing a textile product. These directives have been taken as basis when preparing the aforementioned regulation.

Accredited laboratories, which are accredited in compliance with the TS EN ISO / IEC 17025 General Conditions for the Qualification of Testing and Calibration Laboratories, are accredited and perform toy safety tests within the scope of fireproof tests. Laboratories comply with the following standards during these tests:

  • EN 71-2 Safety of toys - Part 2: Flammability
  • TS EN 71-2 + A1 Toy safety - Part 2: Flammability

This standard covers the prohibited groups of flammable materials for all toys and the rules on the flammability of certain toys when exposed to a small ignition source.

Laboratories must have a strong technological infrastructure and trained staff in order to achieve acceptable results.
