The Ministry of Environment and Forestry issued the Water Pollution Control Regulation in 2004. The purpose of this regulation is to protect the groundwater and surface water resources in our country and to ensure their use in the most effective and appropriate way. Likewise, to prevent water pollution and work in this direction in accordance with the objectives of sustainable development is to perform. The Regulation describes the legal and technical principles necessary to achieve this objective.

The said regulation covers the following principles:

  • Quality classification and use of water environments
  • Planning principles and prohibitions for the protection of water quality
  • Wastewater discharge principles and discharge permit criteria
  • Principles related to wastewater infrastructure facilities
  • Inspection and supervision principles to prevent water pollution

As a result of various production and consumption activities, a number of physical, chemical and bacteriological properties and solid, liquid or gaseous substances are mixed into lakes, rivers, sea waters and groundwater. As a result of this mixture, it changes the natural structures and properties of these environments, creates some negative or direct negative damages and affects the potential of these environments to be negatively affected. The Regulation defines such substances as waste.

The regulation defines wastewater as follows:

  • Waters that become contaminated and partially or completely lose their properties as a result of households, industrial plants, agricultural areas and other uses.
  • Waters from mines and ore preparation plants
  • Structured urban areas, streets, parking areas and similar areas and surface or underground water flow from rainfall

Wastewater infrastructure facilities are also known as sewage systems that collect wastewater from houses or industrial plants and the systems and facilities where wastewater is treated and the treated wastewater is completely disposed of.

Wastewater infrastructure facilities are built under the knowledge, supervision and supervision of the highest local authority. The metropolitan municipalities or municipal water and sewerage administrations are responsible for the construction, maintenance and operation of these facilities. This responsibility is under the management of organized industrial zones in organized industrial zones and cooperative presidencies in small industrial estates.

Wastewater treatment studies are carried out with the aim of recovering all or some of the physical, chemical and bacteriological properties lost during the conversion of water into wastewater as a result of various uses. Or, it is made to render the natural physical, chemical, bacteriological and ecological characteristics of the wastewater discharged.

Water and wastewater measurements are carried out by various laboratories based on their authorization from national and international activities. In order to ensure the accuracy, reliability and quality of these measurements, laboratories and organizations have trained, experienced and expert engineers in their staff.
